Part P Electrical Work in the Chilterns

What is Part P of the Building Regulations?

Part P came into force in 2005 and sets the standard for electrical safety in homes in England. It requires that certain fixed electrical work is either carried out by a registered competent person who can self-certify it, or notified to and inspected by local authority building control. The goal is to prevent unsafe electrical work from being carried out in homes without any oversight.

What electrical work in homes requires Part P notification?

The following work is notifiable under Part P:

  • New circuits anywhere in a dwelling
  • Consumer unit replacements
  • Any fixed electrical work in a kitchen (due to the presence of water and gas)
  • Any fixed electrical work in a bathroom or shower room
  • Any electrical work outdoors, including garden lighting, outbuilding supplies, and EV charger installation
  • Solar PV installations and battery storage connections

Minor work like replacing a like-for-like socket or light fitting in an ordinary room is generally not notifiable.

How does NAPIT self-certification work?

NAPIT is a government-authorised competent person scheme. Electricians registered with NAPIT can self-certify their own work as meeting the requirements of Part P, without the need for a local authority building control application. When we complete a piece of notifiable work, we issue you an Electrical Installation Certificate. We also register the work with NAPIT, which notifies your local authority on your behalf. You pay nothing extra for this.

What happens if Part P work is not notified correctly?

Unnotified electrical work creates problems. If you sell your property, your solicitor or the buyer's solicitor will ask about electrical work carried out since 2005. Work without a valid certificate may need to be re-inspected or remediated at your expense. Home insurance policies can also be affected if electrical work was not carried out by a registered person. Having work done properly the first time costs less than resolving these problems later. You can carry out minor work like replacing like-for-like fittings in ordinary rooms. Notifiable work, such as new circuits, consumer units, kitchen and bathroom electrical work, and outdoor work, must be carried out by a registered competent person or approved by building control. Unregistered notifiable work creates problems when selling your property.
A Part P compliant electrician should be registered with a government-authorised competent person scheme such as NAPIT, NICEIC, or ELECSA. You can check registration on each scheme's website. At the end of the job, they should issue you an Electrical Installation Certificate.
For new installation work, you should receive an Electrical Installation Certificate (EIC). For inspection and testing work, you receive an Electrical Installation Condition Report (EICR). Both are issued in accordance with BS 7671 wiring regulations.
Yes. An EV charger installation involves running a new dedicated circuit from your consumer unit. This is notifiable work under Part P. As NAPIT-registered electricians, we self-certify all EV charger installations and issue the relevant certificate.
